Thomas Bayley Potter (29 November 1817 - 6 November 1898) was a British politician.

Born in Polefield, Lancashire, he was the son of Sir Thomas Potter and Esther Bayley. Potter was educated at Rugby School, Warwickshire and at the University of London. The founder of the Union and Emancipation Society, he was also Member of Parliament (MP) for Rochdale from 1865 to 1895. He died, aged 80 in The Hurst, Sussex and was buried in Heyshott on 10 November 1898.

Potter was married twice. Firstly he married Mary Ashton, daughter of Samuel Ashton and Mary Turner in Hyde Old Chapel, Cheshire on 5 February 1846 and secondly Helena Hicks, daughter of John Hicks in St Paul's Church, Lambeth, Surrey on 10 March 1887.
